Council members stared at the floor.

Mayor Voss forced a smile.

“These are administrative misunderstandings.”

June continued.

“Mayor Voss was scheduled today to receive the final phase of funding from the Ward Trust. Twenty-eight million dollars.”

The room erupted.

Twenty-eight million.

I saw Voss’s confidence crack.
